This Homemade Mermaid Halloween Costume was my costume a few years ago. I made it by buying a mermaid style wedding dress and it in half to just use the skirt. I spray painted the white dress with 4 colors of blue and green. I cut hundreds of tiny "scales" out of colorful and shiny fabrics and glued them all in between the beaded rows on the skirt, to look like fish scales. I also brushed over the entire skirt with sparkles to give it a "wet" look.
I did not want to show my belly, as I would have to wear this costume in the cold and in front of small children so I found a blue/green sparkly top and made a broach out of a sea shell and pinned it to the shirt. I worked very hard on the wig, I glued small pieces of "coral" and shells to form a very "under the sea" looking crown. I found a beautiful and colorful pekoe shell necklace and sea shell earrings. Also Not seen in this picture was a purse made of shells and a gold "net" shawl.
I have edited the background of the picture.

Makinzi is 6 years old and a dreamer. She wanted to be a LITTLE MERMAID for Halloween. The problem with store-bought mermaid costumes is that the tail restricts movement so we decided on a Homemade Little Mermaid Costume.
I made her tail fin from 6 in strips of overlapping twill. This allowed her to move her legs freely, climb stairs and even play on playground equipment. The bodice is detached from the tail; this allows for it to adjust and fit a taller or shorter child (and makes bathroom trips easier). Because the tail is not attached to the bodice, it could be worn higher on the waist to keep it from getting to close to the ground. It has elastic on the back of the skirt to make it look fitted.
I added white lining to the costume. The tail’s material is thin and it would have been a little breezy for trick or treating without the lining plus it makes a better quality costume. She loved it and says she wants to “wear it for days” and next Halloween. She was not shy to tell people about her costume and how her mommy made it.

This Blue Mermaid Costume is my third mermaid costume creation. Three kinds of fabric were used: stretchy bathing suit material for the lower torso, glowing blue raw silk for the tail, and irradescent material for the bra.
The bra is easy: make a tube of fabric, pleat the center and Velcro the two ends together at the back. I sewed plastic "invisible" bra straps over the shoulders.
The seaweed on the arms is a purchased piece of trim for pillows. (fabric store)
To make the lower torso, sew a skirt shape with a point at the middle of the hem in the front. Attaching the tail is the hard part: first, make a very long tube of the raw silk fabric with two layers of crinnolin stuffed inside the tube. Then, make a much smaller, empty tube with the same fabric for the top layer of the tail. Attach them both, while creating gathers at the base of the "skirt."
Trim waistline with stretchy sequin belt, also sold as trim at fabric store. Also works with pink fabric and green fabric, which can be very economical if purchased after St. Patrick's day!
